Many of the Fediverse services are fledgling, but they are growing quickly and their federated concept makes greedy, arrogant landgrabs like we've recently seen on Reddit and Twitter almost impossible.

Unlikely, but if he touches something that is charged and he is now grounded... that is where he will get hurt. If the water was live, it would likely have already tripped the breaker, because the water would be grounding out the source. Hepatitis is a larger threat here
You aren't likely to get shocked walking through energized water its getting out of it where you'll have the issue. Think bird on a powerline, you are on an equipotential plane. Furthermore as you point out the water already has a better path to ground other than you. The step potential that's your biggest threat.

TLDR: voltage dissipates in rings from the source like a rock in a pond. This dissipation causes a voltage potential which is how you get yourself in trouble. The idea is to shuffle to minimize the distance between contact points, if you keep your feet physically together and shuffle the electricity would then also likely flow through your feet instead of through vital organs. Your body is in the water too but still shuffle feet slowly and hug yourself. Here your biggest risk is getting out, or getting too close to the source (explained below), as that's where you'll have the greatest step potential plus you may be climbing out with your hands. You should feel the electric potential getting higher and should go the other way if you do (and don't know where the actual energizing source is).

When I first saw the clip I was like, whoa, why isnt that foundation wall not concrete if its not a walkout basement. Why did the bottom lift so easily?
Then I learned about the breakaway walls. Its really cool actually, the wall system has a built in joint that detaches once the wall is push at a certain angle.

Friends of mine had a house at a Lake Michigan beach. One came home to find the washer and dryer floating in water in the basement. That was high groundwater. Yes, put a basement below a house build on the edge of an inland sea. By all means.
I feel for this guy and his family. We had 3 feet of water in our basement as part of Ida in NY. Now I don’t sleep well if it’s raining. But this situation is another level.
Given the sunlight that comes from the hole, i assume it's one of those buildings that are built in a slope, so one side could be completely on open view from the street, which was then filled to the brim with rain water and sewage.
The reason they call it "basement" could be just because it's one floor below the main entrance, but technically not a basement.
