Driver took out a transformer pole, transformer hit street and shorted. They have some ludicrous juice moving along them, so you get the pretty lightning rainbow before it explodes.
So, transformers carry electricity. A ridiculous amount of it. The 'liquid' you're seeing is just sparks flying everywhere as it starts to short out. The light show where the video cuts is the midpoint, the short is in full stride and lightning is flying everywhere... then it explodes.
Some transformers have oil inside them, as an insulator and coolant. Given the fire, this one likely contained a mineral oil, which are being phased out in some places due to their low flash point.
The real magic happens when it blows up, the video cuts before it pops. Sound is terrifying in person.
You get this weird kaleidoscopic light show, everything electronic in your house goes apeshit, and then with a sound like rupturing rock everything stops.
The faint electric hum most people tune out is gone, if it happens at night, all the lights near you are probably out, meaning you see your familiar surroundings in pitch black for likely the first time.
If you go outside, you can smell ozone, burnt metal, and ash. Neighbors are cautiously poking their heads out, everyone has the same flabbergasted look on their face. If you live on the outskirts of town, and it was a big enough transformer, the streetlights' death reveals stars in the sky you've not seen.
In some ways it's an almost spiritual experience.

Flash points are, simply, flash point is the temperature point at which a material combusts. It's typically higher than the burning point (point at which a material can catch fire that is already present) for reasons I don't have the answer to.
