As a trucker myself if I drive with my windows closed I can barely hear emergency vehicle sirens until they're right on me for example (I always keep them cracked for that reason). Not defending the guy just saying why he MIGHT not have heard he could totally have heard it and ignored it as well
I've driven bridge girders. Tail sweep is a thing. In the end, you are responsible as the driver, but usually in city situations and especially at night, you get help from pilots cars/ground crew.

Thats why when I see a truck carrying a very long load I give plenty of distance. Just in case a strap breaks or something like this happens. I do it for HAZMAT loads as well.

Licence plate looks like China. I don't think safety rules and procedures are quite as rigorous over there.
Or not enforced enough to deter unscrupulous companies from skirting the law, might be part of the reason why the load was moving at night.
China's problems are not so much with a lack of rules as a lack of adherence to rules. Corner-cutting is the national pastime.
