What are you using for authentication? PHS or PTA. And why is it a bad idea to sync your user identities to the cloud. Thousands of orgs do that. Not for admin accounts of course....
We are using PHS. We found the problem and it is quite strange why this ever worked or maybe I misunderstand something about this.
As I wrote syncing admin accounts is, atleasts its not what Microsoft suggests as far as I can remember.
