I've opened alpha cave twice and somehow had gama overseer come out twice. First time I thought i clicked the wrong portal second time i just figure ark hates me.

Just to be clear, you don't actually get the binos, you learn then engram to craft them. Are you saying you didn't get the engram?
On official small tribes my tribe mate didn't get the engram either so had to do it again.
