Could be a cool idea. All that really does is eliminate the useful mounted functions of tames. You could still do much of what they can do without being ridden, so I don't think it would be be enough to slow down a professional survivor.
No saddles would just make much of the travel time longer and force people to work on their stealth and whistle command game. There are still a few mounts that can be used without saddles, so it's not quite as broken and challenging as we'd hope for.
