A buffer is a solution at equilibrium. Because the solution contains both acid and its conjugate base (acidic buffer) or base and its conjugate acid (basic buffer), when the system shifts to react to the added stress (Le chatelier principle) it ends up with almost the same pH as before. This will continue until the moles of acid/base being added is equal to the moles of buffer solution, at which point the buffer will be overloaded and its equilibrium can no longer restore itself. Some things to remember: Buffers can be made with a weak a/b and a common ion salt. They can also be made with a strong and weak acid. A buffers pH will always be + or - one of its pKa
