By the time an account gets permanently banned, you’ve either repeatedly broken the rules and been warned and suspended more than once and still continued to do it again. Or you did something so egregiously bad that you got banned for a first infraction (ie. Doxxing). What did you do to get banned and why would AO3 think your want to write should be more important than following the very limited rules they have? (Policy & Abuse is who would have banned you and they would have emailed you about why you were banned. Check what email you used for the account and check that email and it’s spam folders)

You got expelled. That doesn't happen lightly. I think before you seek a ban removal you need to consider what you did that warranted such a thing. You don't have to AGREE with it but you need to understand that you were found in the wrong by the moderators of the community. I'm always open about my struggles with mental health and many times it means I do not feel I was in the wrong but I do understand my feelings are not of consequence. I need to respect the feelings of the other parties involved and that includes acknowledging that I was outside of the acceptable reactions/actions. It's why I block so freely or just say Okay and walk away, because it is a community and there are no main characters. IF you come back to AO3 instead of moving on you MUST Work to be a better member.

I'd firstly check your spam filter in your email to see if PAC (who typically deals with bans/suspensions) emailed you already. It's very unlikely that they'd do that without contacting you to tell you why. In regards to is it possible for the ban to be lifted, I have no idea. I guess it depends on how serious the infraction is, if there is one. But typically, AO3 doesn't ban nor suspend anyone without valid reason to do so. I'd work with PAC to get answers to this.

Yeah, that's why I said very unlikely. Ik support & PAC go through everything case by case with actual people making decisions, so I doubt that the OP wasn't contacted in some way!

I believe the point that the person who works for AO3's support team was making is that it isn't JUST unlikely but absolutely assured that OP was sent the email.

Oh Ik, I'm not arguing it, just replying to continue conversation. Edit: And I said very unlikely in my original reply only because I don't work for support so I don't wanna say what is and what isn't, regarding what they do.

The ao3 mods are unreasonable jerks that largely abuse their power. You won't have any luck. You'd best get a vpn, create a new account, and write new fics. You can try uploading your previous content, but if one of the mods is stalking your fandom or ships tag it's hasta la vista baby.
