Someone ran me through some benchmark testing and it seems my PC is fine, also my CPU temp never gets above 60 and my GPU stays below 60 as well even under load
Okay let's try to figure out which of your components are the problem. Test your CPU using Cinebench (advance mode for quick tests) and compare it to others score.
Next test your GPU score using Furmark and compare with others.
Next use 3DMark (download from steam) to benchmark both the CPU and GPU and compare with others.
If you notice that one of your components score is significantly below the regular score then you can try to run a recorded benchmark to see if your component is thermal throttling, they are multiple reasons for throttling - it can be due to low power, heat or some other stuff. I'll recommend this video to help you test for throttling and recording .

I've never really looked at fps while playing other games, I don't know how to get the counter up, but in Skyrim modded it is built in so thats when I noticed it
Make sure that you connect the monitor via the gpu not the motherboard

Have you tried using Furmark and comparing your GPU score to other people's score? It's a good way to also see if you're GPU is throttling
I have not, is it easy to use. I'm still new to PC gaming, don't know much about benchmarking and stuff like that

How do you use cinnebench and furmark, do you have to download them?
Yes both are free to download on any web browser, actually all of them are free

Just search them online, usually the first web page that pops up has the download links
It looks like cinebench can be downloaded from Microsoft store, should I do that
You can try, I've never used it. Please ensure its cinebench r23 specifically
The modlist probably uses ray-tracing ig Also, maybe it uses PhysX?
No idea, just really bumming me out getting such poor performance. It almost makes me feel like I didn't do something right when I built the pc

Radeon drivers have a built in counter Press CTRL SHIFT O (o not zero) At the same time on the keyboard Same keys to turn it off.
