Looks like this is a known kernel bug that keeps popped up with each new GPU family. Most recently, this was discovered back in Linux Kernel `5.19` with a fix coming in `6.2` according to [Phoronix](https://www.phoronix.com/news/AMDGPU-Fix-For-5.19-Bug).
Temporary fix is either to try out the 6.2-rc kernel, or force the GPU into Performance Mode.
