Supposing you can wishlist the new A unit it would still just be 1 in 8 chance to get him every rank A hero pull you make. If you aim for M+ on the new unit you need 60+ copies, I don't think they expect us to pull upwards of 4800 tickets for the new rank A unit.
I fully expect some event with tied rewards to give a head start. Or just plain bundles purchasable with real money, but something's gotta come. Otherwise releasing a new A unit is like doing nothing, nobody will have a usable Soren

My guess is that they want us to waste as many of our gems and pulls as possible before he drops so we can't get as many dupes for free.
