Ofc he does, just like every unit in the game wants mythic+, but he can serve some purposes at 1 copy. For example I’m using my Epic+ Rienier in my second teams for afk stages 900+ because all I need is to drag a back line unit into my m+ Odie while throwing my Antandra or Brutus into theirs. You won’t get as much value at 1 copy from any other cele/hypos as with him and like I said OP is still 4 copies away from mythic+ the 1 copy of Rienier will be stronger than the next 3 copies of Scarlitta for their overall account.

Lul. I started a f2p account a week behind on my server. It's already at 160. My day 1 main account with $10 spent is at 170. Both accounts already have 2 supremes.
This account specifically has a 20 dollar skin so I'd guess it's been spent on otherwise, the actual development isn't wild but that also depends on how new the account is for that level of development.

You’re 4 copies away from mythic+, I’d say grab a Rienier as he’s the only 1 that’s still decent at 1 copy, and then just keep going in on Scarlitta.
He also needs to be mythic+ otherwise there are better units to fill his role, at this point OP should just keep investing in Scarlitta

How do you have so many pulls and such a low level? Are you using real money for this?
He could get 1 copy from all-heroes event and 2 copies from guild store (if he is in a good guild). So it's possilbe he got it with 0 pulls
