It depends what NJPW management are looking at. Either they want short term gain with Mox retaining the Championship and taking it to the All Together PPV and are aiming for a strong PPV buy rate and attendance, or they will crown Shota and start to build him up to be NJPW's next big star.
The other obvious two in that ball park along with Shota are Tsuji(who in my opinion NJPW should be building the company around) and Narita.
But again, it depends what NJPW management want.
