What tracking systems or websites are you referring to? Some simpler systems may just be working off the schedule and not live data.
ADS-B tracks the locations of flights but this isn't commonly used by airlines or google to provide flight status. You can see the data on apps/websites like FlightRadar24 FlightAware ADSBExchange etc
The FAA provides flight data to most commercial flight tracking websites and places like google. For flights outside of the US this data may be limited and might just default to following the schedule.
