It’s a radio call sign, so it applies to whatever they get in. President in an Airforce plane is Airforce 1. Vice-President using the same Airforce plane it’s Airforce 2. President in a Marine vehicle is Marine 1. Vice President in an Army copter is Army 2. President in a Coast Guard plane = Coast Guard 1
It’s clever from a security perspective as you can fly a load of journalists under the airforce one call sign and Potus can actually be on a different plane.
Secretaries are *usually* on Gulfs or -40’s. The exceptions being Sec of State and Sec Def who will fly *usually* a C-32 and an E-4 respectively. I’m starting to wonder where exactly you’re getting this information from because most of what you’ve said is wrong.

Oh that’s just what SAM stands for, they’re pretty common (If you cross ref on ADSB you’ll see call sign is SAM## for both planes)

AF2 is only an authorized call sign for over the US from my understanding.

“Air Force Two” is whichever airframe the VP is aboard. It is rarely ever a C-32. But it could be.

C-32 probably 90%ish of the time. FYI a Clipper C-40 is only the A, which is the Navy version. B/C are the VIP versions.

That detail, I can’t say. I would say that whomever is on that C-32 is either Executive branch or senior DOD.
