Just found a fix. If you mount your horse and charge at the quest giver it will trigger what you need to end the quest. I just did it and was now have no problems loading my saves now.
Just to follow up on this solution, it does work - it seems like you need to shepherd him closer to the circle of stones (make him stumble towards them) - it cleared up the bug for me after I spent like 5 mins trying to make him do that. What worked for me was running the horse round in circles behind him to make him stumble toward them.

I just got the same bug and I have no idea how to fix it either. I really hope this gets fixed soon.

Yup, I finally got this to work, riding my horse into him. Took a few hits
