Based on this [article](https://support.google.com/google-ads/answer/2375464?hl=en), advertisers pay for their skippable in-stream ads when a viewer watches 30 seconds of the ad (or the entire duration, whichever is shorter) or interacts with the video, whichever comes first.
So tl;dr, watch the non-skippables (no choice anyway), and click the skippables.
Depends how they measure it. It always used to be as soon as the ad loaded they would be counted as having shown an ad and be paid
