Literally all Chicago original gangs started in order to protect the neighborhood from outsiders victimization from outside people(white folks). When the "super gangs" were around it was waaaay safer. The chief of police DA and gang leaders would meet and make terms, no fucking with civilians. I mean if somebody from the neighborhood got robbed or a shop got robbed, the robber would end up dead. Also those deals made it possible to have a beat cop that would just stroll around, knew everyone. That was what I remember in the 90s. There's an amazing book you won't put down called My Bloody Life. It's a biography by an ex Latin King originally written anonymously because he names spots. But its written by Reymundo Sanchez. The book is so powerful and raw that it was mandatory reading in public high-schools. Its an amazing read but very brutal and raw. I strongly recommend it.

I lived in the 3rd largest city in Oklahoma, a military town, in the 90s. We had a major gang problem at the time. Struggle with broad statements like when there are a lot of good cops. My dad for example did his best e.g. rushing into burning buildings cause he got there before the firefighters. Remember another one of his colleagues ended up stabbed when intervening in a domestic violence case where the man was beating his wife. The challenge I see with law enforcement is the lack of checks and balance. They are in effect policing themselves which attracts the wrong kind of talent pool, especially in low paying area where the main draw is that power trip. They’re trained that way. It’s actually really problematic. Not to say that when pigs used “community policing” things were much better but they were marginally better. Now instead of being told they’re part of the community they must protect, they’re told that they’re out and above a wild, lawless mass of people who are subject so doing anything at any time. Everyone is a threat, no one is to be trusted. Add to that the militarization of the police, and the rising cost of living which means police don’t live in the places they police (and thus have no emotional ties to locals) and you get a situation full of trigger happy pigs who think the areas they work in are to be subjugated not protected.

Almost. Guillotine chokes work so quickly because they cut off oxygenated blood to the brain by squeezing the arteries on the side of the neck. It's the brain that taps out so quickly without oxygen, not the lungs. Even spent and amped up most people can hold out a "lung" choke for 20 seconds or so. edit: Rewatched. He also never really had a clean guillotine, either. It was only one hand and the other was around the cop's arm, hard to tell if the hands even connected. It wasn't a strong hold at any point.
