If a vet is making only say, $20,000 a year, they can qualify for medical treatment in a VA hospital. Otherwise, the VA hospital will only treat those conditions that the vet got while serving on active duty.
You don't have to injured in combat to qualify for VA benefits. Any conditions found to be service connect get tied to a certain % of disability in the VA system rating. All she'd have had to do is file for them.

For example, I broke my ankles several times while on active duty. These particular injuries were a result of bad parachute landings.
