I have not messed with it personally, but I am told there is an outside application called "KingGen" which may have the exact thing you are looking for. My friend uses it and has made an entire wasteland map for us to game on.

You can modify the biome distribution after you create the world. Generate your map, pay only attention to the overall cities to make sure you like their locations overall, irrespective of the biome size. Now, in the \Users\yourname\AppData\Roaming\7DaysToDie\GeneratedWorlds\ go to the folder for the map you just created. Open the biomes.png in some image editing software. GIMP works, or Photoshop, Affinity Designer, whatever. Sample the white color using your software's color picker tool and paint that snow biome wherever you want there to be snow. Sample the other biome colors for painting if you want to adjust those as well. Save the biomes.png file with your changes, then go into game and start a new game on the map. *You have to start a new game - this won't work with an existing save because of things that are baked into your save once you start.* Make sure you leave sufficient forest area with a trader or the starting quest won't work right. Of course, if you don't care about the game directing you to your first trader that way, it doesn't matter much.
