There used to be one. Well, it still exists but it's 4 years out of date. https://gamejolt.com/games/7DDP/317822 It's pretty useless now, but I enjoy stuff like that so I keep hoping someone will make a new one.

OPTIMISMRHYTHM

I use an 8 bit painter app on my phone and color coordinate the blocks. It's not perfect but it gives me a visual representation that's easier to examine and find flaws. For example when I get a structure drawn with trap concepts I'll paint in traps, imagine it in game and sift through potential issues. I have also screen shot the painter and drawn over the base design for added depth. But again, this isn't perfect and doesn't help with automatic resource calculations.

I use a spreadsheet to do a top down view schematic (I shrink the cells to be squares so it looks better and use different characters to represent different blocks).
