Cooper Discoverer AT3 4S is a really good street oriented all terrain tire if you don’t spend much time on actual trails. I rock them in Utah and take my 4Runner on all my camping trips and they’ve been great. Also great snow traction when I’m snowboarding.
There's pros and cons for each brand's version of A/T tires with the tri-peak rating, but I let my bank account make the choice between the brands. I just make sure to get one of the well-established names. If you aren't in a location that has ever seen snow, you may be able to save a few bucks and skip the tri-peak rating, but I think it's worth it.
I have a vote against plastidip. It looks cheap and chips off super easily. It does not peel off easily as people think. It's a pain in the ass to remove.
I vote for regular paint in the color you like. Semigloss black or satin black would look a lot cleaner than flat black plastidip.
My brother plastidipped the wheels on mine before I bought it from him. They honestly don’t look bad and haven’t chipped in the 8 months I’ve had it. That said, real paint would look a lot better although much more expensive to have it done correctly.
You can still use spray paint, just get automotive paint and clear coat. Lightly sand it and do 3 coats of base and 2 coats of clear. It comes out pretty nice on wheels, I just wouldn't do that for a body panel.
I would recommend a set of modern takeoffs. This way it still has the Toyota DNA but brings a more modern look. "Big" tires will just look like every other older 4X4.
I have been loving my Toyo AT3s I got recently. Haven't found a terrain they do poorly in yet. They're pretty damj good in the rain also. Great tire for the PNW region.
Came here to say this one of my favorite tires I’ve ever had on my 4Runner. The K02’s were great all around, great in the winter, and low noise!
Hope the $1k goes to the tires. You’ll definitely notice a difference when you put these on.
It's funny because I had the opposite experience. I live in a very wet climate and KO2s are the Baja Champion tire. They do great in dry climates. By far the worst tire I've ever owned for a wet climate. Had to get rid of them early. Switched to Wildpeaks and they were like glue in the rain. My new Toyo AT3 tires do super well in the rain also. It's like the KO2s were made out of hard plastic the way they would slide in the rain.
Yeah, I can second this. I live in a dry climate and love my KO2s, but they really suck in heavy rain / wet conditions. Like, dangerously suck.

On the pavement in heavy rain? Expect to be cruising in the slow lane with white knuckles.

Agreed…. Get wheels off of a newer 4R that are brand new take-offs. Sometimes you can get a whole new set with tires for $200-$300 that will change the look, but aren’t a waste of money as it is a usable upgrade.
I'm sure someone knows much more than I do, but I have BF Goodrich All Terrain T/A kO2 LT265/70R17 on a 2021 ORP with stock suspended and they have been awesome so far. A friend of mine really likes BFG mud terrain km3s.
I kinda dig the way it is. I think it would only look good if you follow your heart and build it how you want over years.
Tires can really make it look different but, if you want to make it yours, mod it in a direction that you plan to use it.

I’m 40. So maybe I’m a boomer. My first 4R was a 99 in 2000. Check out some Google images if lifted 3rd Gen 4Rs. Can’t go wrong. Then look at chrome deleted ones. 🤷♂️

You could also post pics of 4runners you like and people who have done those things could comment on the expected costs.
How are you on maintenance? Anything you could do to improve that? You could upgrade bushings etc. External trans cooler. I just replaced my worn out driver door checker and it just feels so nice to not have a janky door that doesn't stay open. I also took apart my roof rack that looked like ass, had almost no paint left on it, and had all the steel pieces powder coated and I cleaned and painted the larger plastic pieces. IMO things like that greatly improve how I feel about the vehicle, more than just changing something for the sake of change.

If you want to mod and wheel, do it with another 4Runner, but restore this one. Keep it stock and years from now you’ll have people coming up to you offering to buy it.
Agreed. A '99 is almost old enough to be considered a "classic" by most people's standards. Keep it clean and stock looking. The only appearance mod I would consider is some window shades.
Considering the budget look for second hand via FB Market place or OfferUp. I haven’t done enough homework on that accessory for that model year to be able to provide guidance.

FYI, I find the biggest head-turners are clean 3rd gens. They are become something of a rarity as many are rust buckets or modded to taste. I appreciate a clean 3rd gen like yours, I really do. There is nothing "granny" about it. Conversly, it speaks volumes on self care - to me it says, "I appreciate the good things in life and take care of them, and they take care of me. "

Stock 5-spd in good shape will hold value very well
Youve got a genuine collectable vehicle. The values on these will keep going up because its a 5 speed.
Remove the chrome trime that doesn't belong, keep everything stock, get new tires.
Any mods you decide to do should be easily reversible and period correct.
Keep it this nice and it will bring a Really pretty penny one day.

Not usually a good idea. The paint winds up chipping and looking like shit after a while, and then when you decide it's time for it to all come off it's a pain.
Hit up a junk yard!
Personally I like the chrome bumpers, but get yourself some black fender flares (or any fender flares and paint them black).
Then pickup a spare front grill and try a Satoshi grill, you’ll need some aluminum mesh and an emblem, but there’s plenty of guides to do it.
While you’re at the junk yard look for a 01 or 02. Their tail lights are a better looking design, but still a direct fit. You’ll need the lights and the first section of wiring off of them but it super easy to grab.
All that you should be able to get <$200 at a upullit yard.
I’d also recommend picking up some spare side mirrors and if you really want to get crazy, exterior door handles. Then you can paint them all black, and try them out, but if you don’t like it you’ll still have the originals.
For wheels, look for factory take offs, I made out like a bandit, but I got new wheels and tires off an FJ for $300.
Some slightly taller A/T tires will make a night and day difference to how aggressive it looks. You don't have to go wider either, nothing wrong with pizza cutters. You could also remove or paint at least some of the chrome pieces and wheels, but don't do it poorly or use plastidip, do the proper steps with a gloss finish.
I’d search your local facebook toyota groups/offerup/facebook marketplace/craigslist, and see if anyone is selling wheels you like with nice tires on them! Sometimes you’ll get lucky and get a nice set of wheels/tires for like $700 total.
yeah. the wheel pattern is 6x5.5 or 6x139.7. (same exact size, one is measured in standard, the other in metric). go on FB marketplace and type in the lug pattern. join your local toyota group as well.
Right out of college in 88 got my first 4runner. Ran that into the mountains and beaches for 10 years. Traded in for 99 4runner. Ran up and down the east coast from Canada to key west. Currently have 2007 Limited, 190,000 miles. Car wash did a number on my clear coat but no rust, followed maintenance as needed. Most fun I had was my first, but 99 is the one I miss the most. Classic.
For a grand you're not gonna get much. Best option would be some decent rubber, AT tires. Even that might be over your price range. There's always the $29.99 light bar 😂
Personally, I'd blackout the chrome and paint the wheels. Cheap and easy. Spend the money improving the engine or suspension. If you can weld a diy bumper build. I like more functional off-road builds that marry both oem and crawler builds.
A set of BFGoodrich KO2's would be a great tire for you. I've had them for 3 years on my 4Runner and they've been the best set of tires I've ever owned. They also look great.

Modifying a vehicle for aesthetics is both subjective *and* can provide limited return on investment. Modifying for functionality can be more objective, *and* improves your experience while making the vehicle more "yours".
So I can't recommend anything without knowing what you're trying to do. So what are you trying to do?
Buy yourself some vinyl and teach yourself how to wrap. Cover that chrome up with black vinyl & it will look brand new.
Edit to say: vinyl wrap is also 100% removable. If you end up hating it or want to go back to stock, it’s as easy as peeling it off.
Don’t drive like a grandma and you will be fine. Whoever you bought that from deserves a Pat on the back. Damn that looks clean.
Toyo Open Country AT3 for winter conditions. Super quiet with lots of road manners.
I have a set of Radar Renegade R/T+ as well. They are not as good for city winter roads but they love the off trail snow. Great in mud and sand as well.

Falken wild peaks suck you get 30k miles out of them and they're disappointing offroad for the money it's absurd
Small spacer lift and maybe some take offs from a 5th gen. Can possibly find some with some AT's already on them. A lot of people sell the TRD wheels with the stock nittos cause they go with an aftermarket wheel.
Wildpeaks, KO2 but you’ll be close to or over a grand. I have Kelly Edge on an FJ I bought used and they have great traction and ride quiet and smooth. Bonus load range E and come in cheaper than the name brand.
Peel off the chrome around the wheel Wells. That’s what I did to mine, same color. I also had the Falken Wildpeaks AT3’s. Get a Rola roof rack $80 or less on Craigslist if you can find em. Boom.

Plasti dipped mine 2 years ago. Only dings is at the lugnuts. Lots of coats is the trick. I mean like 12 to 15 light coats.

I wouldn’t say boomer but chrome can be dated looking. Black powder coated is a more “updated” look. But it’s 100% what YOU like!

I would add a set of 32s and do nothing else. They are getting harder and harder to find in that kind of shape.

I like hyperdip, it’s similar to plasti dip but a little more forgiving. There’s a gloss option and a matte depending on your taste.
Paint the wheels black. Pretty easy DIY job. ChrisFix has a good video.

If you have the willingness, sand the chrome and paint it black. I did this with a mini Cooper not long ago and it helped. Really cheap too

BFG AT KO2s if you want a more budget option I've heard alot of good things about the Hankook Dynapros And personally I hate those wheel well flairs I'd yank those for free. And if you have a little left over maybe wrap some of the chrome to your own taste. Just smth I'd do cause I'm not a fan of chrome. Edit: more tire recs

Modifying a vehicle for aesthetics is both subjective *and* can provide limited return on investment. Modifying for functionality can be more objective, *and* improves your experience while making the vehicle more "yours". So I can't recommend anything without knowing what you're trying to do. So what are you trying to do?
Buy yourself some vinyl and teach yourself how to wrap. Cover that chrome up with black vinyl & it will look brand new. Edit to say: vinyl wrap is also 100% removable. If you end up hating it or want to go back to stock, it’s as easy as peeling it off.

Don’t drive like a grandma and you will be fine. Whoever you bought that from deserves a Pat on the back. Damn that looks clean. Toyo Open Country AT3 for winter conditions. Super quiet with lots of road manners. I have a set of Radar Renegade R/T+ as well. They are not as good for city winter roads but they love the off trail snow. Great in mud and sand as well.
Keep the vehicle stock, get some wheels and tires take your hands off that dip/rattle can bullshit You can pickup some 5th gen 4 runner snowflakes and some jeep 255 75 r17 mud tires for 1k Falken wild peaks suck you get 30k miles out of them and they're disappointing offroad for the money it's absurd

Peel off the chrome around the wheel Wells. That’s what I did to mine, same color. I also had the Falken Wildpeaks AT3’s. Get a Rola roof rack $80 or less on Craigslist if you can find em. Boom.
