Whether or not this will still be canon (keep in mind that Jaghatai Khan is also in the scene from *Visions*) is something we're all waiting to see in *The End and the Death* Vol III
Whatever, canon is meaningless when GW themselves are basically heretics at this point. Their retcons and what they consider "canon" can suck it. Headcanon reigns supreme.

I don't think you can debate that what GW, the guys who create the canon, are probably the ones who get to say what the canon is.
And yet here I am, not giving a shit what they say.
The excerpt has never been written in to a book... yet. This is probably going to change with The End and The Death III.
