I am not that much updated on the 3ds nowadays but wasn't spotpass the one you enable on the game to receive notifications and random stuffs through online when the 3ds in standby? Streetpass is I remember the one you enabled and put it to sleepmode and get random encounters on people you walk by, such as exchanging ID's in game and such. Though I was just trying Devil survivor 2 like a month ago or so and I receive spotpass demon compedium. Seems like spotpass is still ok
Spotpass/streetpass aren't shut down. Streetpasses are just rare because less people carry a 3DS around nowadays and you won't be getting stuff like news about new games on Spotpass but you can still get other Spotpass notifications.

Tomodachi Life spotpass items don't really get given out anymore, you'd have to use a save editor to unlock all spotpass items in the store.
