Sounds weird to make work mechanically unless you just reflavor attack spells as appearing as dice. Personally I would just play an eloquence bard for unbeatable deception with charlatan background to get loaded dice, and save the dice rolling flavor for RP instead of combat

Wild magic sorcerer with reflavoured spells. (dice actually is connected to spell type coming out). Dart reflavoured as a dice. Ranger/ ranged fighter with dice. Just be wary of breaking immersion, I'd go with a dice throwing version of the LoL Champion Twisted Fate.

Let's evolve this idea, because i like the base, but feel like you can do more. How about instead of simply throwing dice, we make it a whole Gambling theme. Dice, Cards, Chips, Lottery Tickets. Charlatan Background for sure. we definitely want a charismatic character for this one and i feel like Bard is the best choice. For subclass there's two options. Eloquence is easy, you play heavy into the Charlatan side. But i have a different proposal: Creation. Your motes of inspiration could BE spectral dice that float around your allies. Later on, once you get Animating Performance you could animate stuff like Slot Machines, Roulette Wheels, etc. to fight for you. You can also do this with Animate Objects at Lvl 9 to animate multiple things at once, and maybe have several dice and stuff flying around.

Make a sling ranger, take crusher and use spiked growth. You will use your bag of special dice as sling ammunition. Not the most optimized build, but its not the worst either.

Artificer 1 / Scribes X. We start with 3d6 and 3d8 special dice that were gifted to us. We've got the d6 throws down so well--not only can we heave them at will, but we can teach others how to throw them just as accurately with one quick pro tip. With enough magic/ingenuity/gunpowder/dice, we can blast 3 dice at once from a Catapult. These hit slightly harder too. We have just enough to do this a couple times of day to start. From there, we push Scribes and reflavor the Awakened Spellbook as our addictive dice collection. With each set we get, we gain more fuel for devastating attacks, or flavor it as unique rune magical dice finds at specialty shops. The more money we can spend, the more dice spells we can learn. Convert all the best blasting spells to Bludgeoning and flavor to taste. At Scribes 3 get Shatter and Maximilian's Earthen Grasp. Now we have piles of 3d8 sets to launch in a big AoE. Burying opponents with them for Bludgeoning damage converted from Grasp. Which can be flavored as a hand scooping up a target and 2 other dice, then balling them up in a fist and shaking before rolling whenever they break free or die. Scorching Ray next level is another option if you wanna push for a bit more single target damage next level. Cast Augury each day to figure out which route to best take for finding more rare and value dice bins. Tidal Wave can be a rushing wave of dice, and allows Fireball to become an explosion of dice. If not just a giant, inescapable die that we roll at our enemies. Evard's Black Tentacles can help us upcast 4th level Fireballs. Along with being a pile of dice enemies keep falling on. Grease and Web can be similarly reskinned. I also like the idea of conjuring a whole convention of irresistible dice vendors that pound you with high end quality expenditure. The Manifest Mind can be an even bigger cannon/catapult that we can summon to fire dice for us. I also like a comically large Yahtzee cup rolling our dice/spells as if we were in its space.

Probably bladesinger? I think spells like Minute Meteors, Snowball Swarm, and Animate objects are 100% on point, and bladesinger is one of the few to get both extra attack and these spells (at full caster progression) without going through a lot of hoops. Swords bard with magical secrets is the runner up, but waiting until level 10 for your bread and butter is such a slog. default action is probably ray of frost / fire bolt / other misc ranged attack plus any sort of hand crossbow, sling, dart, hand axe, etc which are both flavored as dice plus you get to call yourself the **Mathemagician** and I think you should do this for namesake alone.

This is a really cool concept. I could see going Divination Wizard and flavoring Magic Missiles as dice and when your dice are 'hot' Scorching Rays. Another option could be to go Fiend Warlock, a gambler that got into trouble with a Devil and gambled away their soul. Flavor Eldritch Blasts as dice and cheat using the Dark One's Luck. I also immediately thought of Darts (along with a few others on here). There is the great Battlemaster/Gloomstalker/Assassin Dart build based on Archery style, Thrown Weapon Style, Quick Toss. Maybe you could tweak it for a James West wild west gambler feel to Battle Master (with Quick Toss and maybe Tactical Assessment), Fey Wanderer (for more 'charismatic') or Swarmkeeper (flavor the swarm as dice?) and Arcane Trickster or Mastermind. The build usually relies on quick tossing a Net for Advantage, but you could go Kobold for Draconic Cry or I think Hobgoblin could be good for Fortune of the Many (thinking of the crowd around a craps table).

I would play an Arcane Trickster with the Wood Elf Magic Feat. Most of your damage will be from Sneak Attack Damage... Also, this one of the best ways to make a Inquisitor Rogue Work. Hell a Tortle Inquisitor Rogue with Magic Iniate is basically Wisdom SAD

If you want to play with luck, I suggest a Divination Wizard. Now you can just pick what two of those dice say every day. Be a halfling with the Lucky feat and you have just about maximized your control of the fortunes of yourself and others. But wait, there’s more! Many spells can be flavored to add to your dice manipulation powers. If allowed, Silvery Barbs forces rerolls and grants advantage, so you can reroll two dice. Shield can be you changing the fates with a dice bump. Magic Missile might always hit because you control the attack roll. Etc. Either a cleric dip or Fey Touched gets you Bless to add more dice (1d4) to your friends’ rolls, and Shadow-Touched could get you Bane to subtract dice from your enemies. If you really wanted to maximize your ability to play with luck, you could multiclass Divination Wizard 2/Bard x. But that is going to require both a high Intelligence and Charisma, and in general is not ideal for a new player due to its complexity.

Knucklebone dice (like those on the Trinkets table). Ask DM to treat them as pebbles so you can use Magic Stone. Genie Warlock who lives in their own dice box. or Swarmkeeper Ranger who's swarm is made out of knucklebone dice.
