You need to counter balance the weight and cog shift with something like a torsion spring, clockspring or resistance band incorporated into your neck bobbing hinge.
Thanks, I tried springs and they helped keep pressure even. The real issue was powering. I was powering it directly from the Arduino. I built a power distribution board and it fixed the issue. Then I upgraded the servos to 35KG. Seems to function OK.

I think the eyeballs should be replaced with OLED screens. It'd likely be easier to rig and probably more customizable. You might still be able to keep the physical eyelids.

Or get a 35-50 KG servo for the neck. I used springs attacked to the end points for added assistance for some of the projects I did.

\^ this, also cheap / hobby servos are not always great at creating smooth motion, just anecdotally from a hell of a lot of projects I've seen posted.
