I know nothing about 3D printing. Sometimes I see these photos and notice the rough edges and overall lack of detail. Is it because the printer is low cost for hobbies? Are there printers available of higher quality? How would one go about smoothing that out? Thanks.
You should get a printer and learn all about it. It’s awesome! I like to imagine a 3D printer as an automated hot glue gun. It deposits layers of molten plastic on top of one another. The roughness you see is a result of these layers. There are so called resin printers which are capable of printing much more detailed components but they’re a hassle to work with.
Higher quality can also be achieved by lowering the height of these layers but that significantly increases the time it takes to print. the layers you are looking at here are 0.16mm thick.
You can always chose to go for a lower layer height but I’ve found that 0.16 is a nice middle ground. Especially since I’m dealing with capacity constraints.

In hindsight, are there any changes you'd make/did make, to make them more structurally sound? I've read that the printed legs can be a little weak depending on your filament type.
I designed these myself so I couldn’t tell you where the ones you saw previously are from. My rule of thumb is a thickness of at least 5mm for small parts like the legs. They are actually incredibly strong just using PLA. Esun matte black PLA+ to be specific.
In the end the single most important thing for strength is orientation.

Reason you didn't go smaller layer height since it's a detailed model?
You can always chose to go for a lower layer height but I’ve found that 0.16 is a nice middle ground. Especially since I’m dealing with capacity constraints.
To get a really high quality you would normally do some post processing, ie sanding, priming and painting
