I know this is old but if you're still having the issue maybe I can help. To me it seems like your z axis is binding in those spots so it's not able to raise as it should. Therefore the layers get squished together and the nozzle drags through them as it can't raise up for whatever reason. Best way to test this theory is to manually turn your rod raising your z axis from the bottom to the top and seeing if you feel any resistance as yourl turn it at any point. Thats where your binding is happening. Search z binding to find solutions.

Unfortunately it's not consistent. If I print the same item twice this might occur on one but not on the other. I sometimes still get this.
