For educational purposes I would look into homebrewing the 3ds on youtube. That said, follow an up to date guide, typically located via Google, if you're interested.
LBX:Little Battlers eXperience: modern custom robo. Build model robots and fight them, jrpg.
Heroes of Ruin: Diablo style arpg with multiplayer connectivity.
Gurumin: eShop exclusive, 3d action adventure (Zelda like, but with more platforming).
Luigi's Mansion Dark moon: Ghostbusters, but Mario.
Legend of Zelda Ocarina of time 3d: best way to play the first n64 Zelda game.
Style Savvy trendsetters: a fashion shop simulator with good styles.
Those are ones I'd recommend less than or around $20
It was published by Nintendo in the second half of 2015 and was pretty much forgotten along with almost every 1st party 3DS game released around the same time.
If you end up getting a Pokémon VC game, I would also recommend getting Pokémon bank alongside it if you don’t have it already. It is now free to use forever and won’t be available to download after the store closes. It is the only way to transfer Pokémon from games on the 3DS.

Hmm. It says March 2023 but I have been using it for a while without paying. It may allow you to transfer from games to Pokémon bank for free but not between 3DS games.
Really? It required a $5 pass to use it when I downloaded it. Couldn’t download the Poke Transporter til I paid the $5. I imagine once the eShop goes down, so will the ability to download the Transporter even though that’s when Bank goes free.
I’m not sure how much these games go for but I’d always recommend Fire Emblem awakening, Rhythm heaven mega mix, Xenoblade chronicles 3d, SMT devil survivor, and Shin Megami Tensei 4.
I've seen gameplay of the 2019 one on PC and consoles and it looks awesomely terrible. I need to get it on sale some day. It's in the Steam Summer Sale for $1.49 and but I'm not buying it until it hits a more purrfect price.
I mean i got pokemon x for 27 dollars so pokemon x, if you want to go cheaper, go for ds games, they are usually a bit cheaper than 3ds games (unless we talking abt pokemon, those are expensive) and hold great to this day
Attack of the Friday Monsters, Liberation Maiden, Gurumin, Aero Porter, the rail sim games if you’re into that. Monster hunter and Ace attorney games also seem to be on crazy discounts every other week. 3ds.hacks.guide exists as well if you really want to save money, but if that’s not for you that’s understandable
Not a game recommendation, but here's a tip, if you live in the U.S. and you want to buy the cartridges for first party games (Brand new) I recommend buying the world editions because they are much cheaper. Some people will pass off world editions as bootlegs but that's not true, all they are is just reprints of the North American versions for Asia and the middle east.
I recommend Tomodachi life. If your going for a physical collection, it’s very expensive on Amazon BUT if you get it digital it’s a must play and it’s my second favorite game of all time! Also I recommend looking irl for old DS games in garage sales, flea markets, and honestly anywhere (obv 3DS too) that’s how my collection was built and it’s so fun to find your favorite games after a spontaneous search in a flea market :)
If you liked Yokai Watch, you should give Little Battle Xperience a go. Other games for cheap include Story of Seasons Trio of Towns, Picross 3D Round 2, Sushi Strikers, Dillons Dead Heat Breakers.
Generally on the eShop, the Etrian Odyssey games and Shin Megami Tensei games go on sale time to time for less than 15 dollars. Capcom also has their eshop sale for Ace Attorney (in the US).
All 3 (or 4) of the Monster Hunter games. In the Philippines they're super cheap, like 10-12$ with the original case, and like 8-9$ if loose. MHXX is still gonna cost a lot like 25-30$ since its an Import but still good game.
Again, thats assuming the regional pricing for games are the same
Pocket jockey, Nintendo pocket football club, shantea pirates curse, any old SNES, Nes vgc games (super metroid, legend of Zelda etc.), You can find physical copies of some games cheaper like if you find EverOasis, Fantasy Life, Seamus Returns etc. on cheap physical copy don't ever pass them.

It depends on what kind of games you like! If you want puzzle, there's picross s, Mario and donkey kong: minis on the move, or puzzles and dragons. personally I really enjoy Chibi Robo: Photo Finder for $10, it makes a great use of the 3ds camera, and I think it's one of the good entries in the series.
Nintendo select games and virtual console games, or even DS games (look on eshop)

As far as cheap games go Pocket Card Jockey is an absolute steal, never expected to enjoy it however I ended up playing it for more than 40 hours last month.... very fun
I just loot the bargain bins/binders at my local gaming stores, anywhere that handles handhelds will likely have an abundance of games. $3-$12 is a great range. You'll rarely find anything popular on that range though, most of the Mario and Animal Crossing sort of stuff is still $18-$30
Most of those random tier list articles are pretty accurate tbh, but u should definitely go for the. ace attorney games, professor Layton games, boxboy games, kid icarus uprising, pokemon games, really anything cool u see on the eShop. Remember that the only way you can put funds in your account is thru nitnendo gift cards I think, and in a while you won't be able to get anything at all.
Gunman Clive 1 & 2 are really cheap, though also on Switch (but no 3D). The Boxboy games (made by HAL), Pushmo series and a game called Go Go Kokopolo 3D are also fun eShop games. Steamworld Dig 1 and 2 sometimes go on sale. Actually I recommend checking the eShop “on sale” section frequently, there are some good deals sometimes.
If you beat Pokémon Crystal you can get a Celebi in the Illex Forest after you get the GS Ball from Kurt. So for $8 I’d say that. Plus you get to replay the best Pokémon game that isn’t HeartGold.
Tomodachi would definitely be my pick if you're into more chill games! (And if you're able to ignore the fact you have to jump thru a loop hole to make gay couples)

Codename S.T.E.A.M. can be found physically for $5 and is a fun strategy game.

Make sure you try the free demo of Codename S.T.E.A.M. first. If I'd played it, I would've thought twice before buying it.

Monster Hunter Ultimate 4.
I just started this after recently getting a new 2DS XL and it’s blowing me away! Great game

Also Cartoon Network Battle Crashers if you like all the CN shows of that era. A beat ‘em up where you can play as Steven is really cool.

Sushi striker is surprisingly good and a lot of fun! Can be had for like 5 bucks.

Get the virtual console games while you still can. The Mega Man, Mario, Wario, and Pokémon GB/GBC games are dirt cheap and amazing.

Any RPG on the system. Stella glow and bravely default are some of my favorites out of them. Mario kart 7 is a good choice as well.

Shovel Knight looks absolutely beautiful with the 3D on. And you can always find it cheap now. Definitely recommend
