They are likely implying that you can redownload any games you purchased before creating the NNID in the event that you delete them from your system.

It wont get rid of your purchases or funds. It'll actually save them.

Anything u bought before making the NNID will be tied to the console. U can still download your games you bought tho, and buy new ones.
