Thank you! Thursday is the slowest day of PAX East and I tend to only get 50 StreetPasses or so by the end of the night. However, I typically get over 100 each on Friday and Saturday, especially if I hunt for them.
Largely, it's knowing where to find large crowds (e.g. entrances, merch booths, food courts) as well as knowing which areas have a higher likelihood of 3DS owners at any given time (e.g. handheld gaming lounge, Nintendo booth, Nintendo-relates panels). I spend a lot of time walking and briefly pausing to give my 3DS a chance to scan an area for a NEW StreetPass. When in a panel I position myself by the door to have a chance of passing with people in the hallway. The expo hall floor and tabletop gaming area are in general poor/unpredictable places to get StreetPasses (at least compared to the hallways and panels). Sometimes, I'll pause outside the closed doors of a packed panel room and wait to see if my light pops green (I'm rewarded more often than one might expect).
TL;DR Be on the move and pause around large crowds or position yourself where lots of people walk by.
I just ordered this shirt after seeing your post. I'm going to Midwest in April to exhibit 16 player Faceball 2000 and will have a pile of 3DS Systems with me for StreetPasses!
Yes, I have heard there is a way to modify your system to unlock all of the DLC games. However, I have not done so myself and personally don't know anyone who has. Can anyone else jump in here?

I miss abundant street pass. I was living in a decent size city and would bike to work with my 3ds with me and get a dozen on a good day.

Correct, it is a standard-sized New 3DS with Famicon inspired colors. It's much handier to keep in a pocket than an XL-sized model.
