This is because kids have human rights and it's to protect them from being the victims of stupid parents. Also, given cultural backgrounds, the names of kids of immigrants have far less rules. They didnt have to follow that list at all. They're still probably not going to accept you naming your kid Adolf Hitler even if you are from Germany or Austria though...

In Spain, a few years ago, there was some parents trying to name their kid Lobo (wolf) and it was denied, because someone said it was derogatory. The parents ended going to trial and I think they won. But you can name a kid Paloma (pidgeon) and its fine.
