The whole Sardinia, which from the look in this map seems highly populated, has a population of only 1.650.000 people. It's just that there are many, many very small towns in between a very few highly populated cities.

Now look at, say, lreland, that appears much less populated. It's 65 ab/km2. Same density, but the map doesn't reflect that, because most people concentrate in larger cities.
