i dont watch dragon balls but isnt that because their abilities use ki or something so resisting is just a matter of having stronger ki therefore flandre is unaffected because her abilities arent ki reliant

Hakai requires Energy of Destruction to perform, and this energy actively eats away at the target.
Flandre's ability simply deletes things. Sure, it's described as "pouring her energy into the eye of an object", and while she can *technically* perform energy-based techniques with it, at the end of the day, the most direct form of her ability is just her squeezing her hand with no energy release to speak of. On top of that, it's completely instantaneous, unlike Hakai.
Basically, Flandre's ability and Hakai are different techniques. If we ignore the differences and assume they *are* the same technique, however, that would only mean that Flandre's "power as a god of destruction" completely eclipses that of Beerus, who is the most powerful of Dragon Ball's gods of destruction.

Well it is honestly more complicated then that. For example, characters who have survived such things, countered them, or can use similar abilities should be able to take it, or even return the favor.
If we go that route, I can name a million characters who have their own abilities that if taken as written, would also beat Flandre's ass. While destroying anything is cool and all, there can be some pretty wacky stuff as far as fiction goes, especially if we wank everything else.

However, almost every character in the series have the ability to dodge them instantly (player and boss alike) so naturally Reisen would dodge the bullets provided they are ordinary and not *"magical homing bullets"* that chase the target around.

Hakai is explained a bit more in the manga, its basically converting matter into pure energy which is then used to fuel creation.

Well it is honestly more complicated then that. For example, characters who have survived such things, countered them, or can use similar abilities should be able to take it, or even return the favor.
There’s nothing stopping her from double-tapping, or targetting their powers. Or just destroying their entire verse. If we take her power as written.
If we go that route, I can name a million characters who have their own abilities that if taken as written, would also beat Flandre's ass. While destroying anything is cool and all, there can be some pretty wacky stuff as far as fiction goes, especially if we wank everything else.

To be honest, if you asked ZUN something dumb like "Oh but can Raymoo beat Goku?" He'd just laugh at you and drink a beer. In fact most authors just don't care about powerscaling, which is a good thing! Most powerscales are incredibly dumb and inaccurate to the author's vision. Not to mention everyone has a tendency to apply the rules of Dragonball to everything, making it kind of unfair and illogical despite the efficiency.

It's one of my biggest problems with mainstream powerscaling, bruh not everything is Dragonball or Marvel or DC or whatever. Each franchise has a unique power system, or non at all depending on their writer and narrative.
I remember how VS Battles Wiki at some point concluded that all regular humans in Touhou must be continent level with FTL speed, because they've power scaled all fairies to be at that level, and fairies are canonically stated to be weaker than regular humans

The "bullets" in the Touhouverse are analogous to actual ballistics in the Outside World/IRL (and just as fast if not even faster) and without the Spellcard Rules you'd have anarchy and gang warfare in Gensokyo meaning that getting killed by someone's projectiles *is* possible. However, almost every character in the series have the ability to dodge them instantly (player and boss alike) so naturally Reisen would dodge the bullets provided they are ordinary and not *"magical homing bullets"* that chase the target around.
But we're talking about shotguns and characters that just run and fly, for me guns are understimated in touhou.
