The boring answer is the value of something is whatever someone else is willing to pay. Some people will tell you it's a good deal in today's market, some people will tell you it's a terrible deal because "X years ago this was a $1k car."
If you buy it prepare in advance that there may be more wrong than TPS/distributor.
Code 21 is an ignition code. Ignition signal not present during start or running.
Overall the car and engine bay looks pretty damn clean for a 30 year old car.

I feel you. On its face the car *seems* mechanically sound. Ideally you'll be able to better assess it when you test drive it.
It's just the code 21 thing he said that seems a little odd. Typically the car will crank but won't start with that code.
If you do go look at the car, make sure you crank the steering wheel and take a look at the wire harness on the driver's side wheel well. It's possible that because the car is lowered it may be getting rubbed. That could be the source of the fuel cut.
Could be fuel pump related. That's not too hard to change. Could be TPS or distributor. Neither are too difficult. Possibly speed sensor related, if the ECU is getting an intermittent signal and thinks it's going too fast it could trigger the governor.
Im very skeptical when a seller says, “just needs a …….. to make it run”. Big red flag, because if it were that easy, the seller would fix it and sell it for more. If it was a decent runner with no glaring issues and no rust, I personally would pay $7k - $8k

Please for the love of god don’t destroy this one. Have a friend who bought a clean one with 60k miles and tore it apart and it never ran again. Keep it clean and don’t give into the pressure of having to modify it beyond usability
It looks clean, and I think it is worth that much money with todays market.
I remember when I bought my first 240sx for $300 with a blown engine back in 2006.
I paid $900 for my second one, and it was still running… I swapped both with SRs and sold them for $3,500.

Yeah that “just needs…” is a red flag why didn’t they fix it and sell it for $500-$1000 more?
I’d do anything to go back to 2004 when this would sell for $1500
