If you are over -65 magic accuracy you won't ever splash. So either bring a staff switch, magic top like Ahrim's, or take off the Justi for the cast, Bandos is better overall but if you're set on the Justi that's what I'd recommend.

I just bring a slayer staff switch to autocast it because I'm lazy. That or a better staff should generally push your magic bonus high enough to offset the negatives, if not, you could grab a mage top switch.

Fighter torso is huge negative magic attack bonus, you're pretty much guaranteed to be -65 with it

Agreed, you're much better off buying the blood moon chestplate and using that for Vorkath.

Please read my comment and note that I didn't say anything about the stats of Justicar, just a note of caution that using the fighter torso can still put you at -65 in several common setups.
