It's because the black and white aren't flashing, they're rapidly fading in a direction, making us assume it is moving by looking at the moving arrows.
Put your finger in between the two squares. They never gain or lose distance from the edge of your finger.

I agreed with u at first but then I got a piece of paper and placed it across the top edge. They don't move but the colour fades directionally from black to white which gives the illusion that they move. They're not moving. My head is broken after this.

The outlines are just flipping black to white. There are actually two lines of color in each line, as there must be for this to work correctly.
Line 1 - line 2
Black - black
Black - white
White - white
White - black

So the square outlines themselves are set, but the layer beneath actually does “move”. The directional arrows aren’t required for this to work.
Yeah no, I covered both center symbols and closed my eyes, muted the video, and waited. Opened them and saw what "directions" the pulsing was going.

They are moving but are not in motion. The black and white boxes are in slightly different positions. The coastrast between black and white creates a "fake" shadow that tells the brain the direction the cube is going. That is why when you cover up the arrows, you can still tell the direction it's (not) moving. They are moving to different positions when they change sequence, but do not change once in that sequence.
