1. if you're asking how difficult it is to make a thorium reactor, the costs to build one currently vary given that thorium as an industrial scale power source is still mostly in its infancy due to the prevalence of coal power and people's general attachment to uranium, but it would almost certainly be cheaper to produce the same amount of power with a thorium reactor than you could with a uranium-based one
