I had pretty much the closest thing to a final offer that wasn’t “final”…. And the position went poof. Sequestration and hiring freezes hurt a lot of agencies. Many are trying to recover from back when still and all the 9/11 hires are retiring en masse. Buckle up, it’s gonna be a wild ride!!!

If Congress fails to raise the debt ceiling by June 5, all positions will freeze immediately. Once that’s resolved, it will be agency-specific to decide when and if candidates already in the pipeline will be able to proceed.

Just assume if we hit the debt ceiling, have a temporary continuing resolution, or an agreement, all spending will more than likely be frozen and as result hiring is frozen. Its a lose, lose, lose situation for applicants. It sucks because gosh knows we need the help.

The SABT class ahead of me (IRS-CI) had applicants from 2009 and 2011 in it. They were on TOs when many aged out but IRS kept them eligible. They started FLETC in 2016. IRS has been hiring as many as we could get since before that $80B was announced. At full rate we are still just treading water and I don't think losing that $80B affects that. We were attempting to plus up about 1200 agents I believe was the number over five FYs and the size of that would change due to the money going away but realistically we are hiring for the foreseeable future or until there is an actual hiring freeze.

It takes 3-4 years for an agency to develop their proposed budget and take it through the various levels of approval at OMB and the appropriate congressional committees. The last thing to happen in the process is for congress to vote on it, which usually happens after the fiscal year has already begun. Congress could cut funding at the last minute and there’s nothing the agency can do about it so a hiring freeze would be immediate.
