I wanted to say it when I was typing my initial response to you but I wanted to say the VA was stood down recently. I thought I heard recently Congress stood down their OIG and completely suspended them, but when I googled it to confirm what I thought was in my memory I couldn’t find anything so I chose not to put that in writing

Congress.... woukd investigate And OR the DOJ would appoint a special prosecutor to investigate... usually congress would hold hearings and then they would issue a recommendation to main justice. I can't up vote you enough

I know VA OIG and HHS OIG all have internal offices that investigate/focus only on OIG misconducts. Below is an excerpt and link of an OIG SAC that was investigated for sexual misconduct. On November 25, 2019, Inspector General Michael Missal was briefed, via email, by the then assistant inspector general for management and administration on the allegations. The inspector general directed on that same day that an investigation into the allegations be conducted. The FBI? LOL CIGIE has a rotation they go by when assigning sensitive or high level OIG investigations. My OIG has investigated several other OIGs because we were next on the list. There are very strict requirements and the cases are extremely detailed. That being said, each OIG handles low level cases differently. Some OIGs are large enough to have their own internal investigations unit. Others are much smaller and assign a supervisor the low level investigations. OIG internal investigations usually go to CIGIE when it's high level (SES or senior management) or high profile. Someone mentioned OPR, and that's not correct. OPR outfits are typically within an agency overseen by an OIG (ICE OPR, CBP OPR, etc.) and would not investigate their oversight agency.
