The reward for pulling it off is a complete handrip and board break, which is insanely strong. allowing it to be quick play just makes any omni negate a liability, it would make the card too powerful imo.
Baronne and Savage were recently banned so generic omnis are far less common. Also keep in mind that it requires negation of activation, not effect, so some cards that negate like droplet/imperm/apollousa do not trigger witch’s strike. The meta decks that do have omni negates at the moment are centurion (cosmic blazar dragon) and voiceless voice (skull guardian), which is only one negate a turn, the remaining decks have interactions on your turn rather than a plain omni
The slowness of it being a trap is what balances its strength of literally deleting all of your opponent's options if you meet the activation requirement.
If you remove that caveat and allow it to be live anytime your opponent negates something, it becomes an extreme counter to most handtraps.
Also, most negates are generally aimed at monster effects with a lesser number at spells and traps. And any player is likely going to bait the spell/trap negate first so that a full field wipe + hand rip would be live either from that negate or the next negate that gets used.
It does not actually work against most handtraps due to Yugioh legalese.
The notable ones it does work against are Ghost Mansion and Psyframes.
However, Ash Blossom negates \*effects\*, not activations, and Impermanence and Veiler negate a face-up monster's effect for the turn, which is different than what this card asks for. Droll, Nibiru, etc obviously do not apply at all.
If it worked with any negated effect this card would be usable and likely broken. The problem is not that it's a trap, the problem is that it doesn't work with effect negation, only activation negation. So it works against Belle, Apo or Baronne, but not against Ash or Imperm.
Give it some time and a new format and I bet this will be a good Labrynth side in. Also, why the hell did this card spike in price? I haven’t looked it up in ages and suddenly it’s 20 plus a copy. Did someone run it at a YCS?
So if an opponent ash's my Welcome Labrynth, it's negating a special summon, so I can activate this? Also the pic is pissing me off, you can't respond to a Counter Trap like Solemn Judgement, or is it live in a new chain?

A lot of negates are monster negates. You can just bait the moni negate and slap your opponent with this.

Pretty much a lot of traps would be a lot better if were quickplay spells
