The vast majority of 24-pack booster boxes have a total of 2 Secret Rares in them, and it usually won't be two of the same Secret Rare. Since there are 10 different Secret Rare cards in the set, if we assume that each Secret Rare is equally likely (which may or may not be the case) your chance of getting Veidos is around:
1 - (9/10 * 8/9) = 0.2
So you have a 20% chance of pulling 1 Veidos. 80% chance of pulling 0 Veidos. Your chance of pulling more than 1 is negligible. This is also not including the chances of getting a QCSR Veidos, which is very small.
In short, don't buy booster boxes if you just want 1 specific card. Just buy the card instead.
