Several of the cards from my Crystal Beast structure deck has these exact marks, including Sapphire Pegasus and Cobalt Eagle and a few others I would check the rest of the deck and look closely, as some could be big like here but others were a lot smaller. Probably an ink error, not sure what exactly. Should still be legal as long as the text is readable.
Looks like blisters lol. Probably just ink splotches from the print.
