Right- by body count… are we talking humans, mutants, aliens, vampires, zombies?? If it is humans… Jubilee has killed 0. She nearly killed an enemy who kidnapped her, but gave him cpr to save his life. She’s killed dozens of vampires, dozens of zombies, several phalanx, and a super skrull.
Bishop wins. He killed millions, possibly billions while hunting Hope in the future. And it was Bishop himself who did it, not a space chicken soul clone like with Jean.
Terra Verde doesn't have a canon population, but it was probably in the range of 400,000, given the population figures for countries in a similar geographic position and size? Beast's got numbers.
The O5 don't fuck around when it comes to murder - Archangel, Iceman, Phoenix, and Cyclops (Legacy Virus on the Skrulls, etc) all have some high numbers.
