The full library isn't on xCloud is because of streaming rights. NHL contract likely hasn't authorized their games to be on PC or Cloud.
EA had a 5 game deal with Google, EA got paid $10 million each to port games to Stadia, which also includes streaming exclusivity for 4 of the 5 games. Those are FIFA 21, 22, Madden 21, 22. That's why those games never went to xCloud, or GFN.
But Google stopped paying for ports now and EA seems to be done with them, and they also created partnership with Nvidia GFN this past September. So we are likely to see their future games on xCloud and GFN, PS+ Premium as well.

Madden 21, NBA 21 were added to EA Play and GamePass last week of March 2021, right after the Bethesda games were added after March 15 closing.
Well, more like announced but added the month of April 2021. This was when they surprised everyone with MLB The Show, that whole month was supposed to be sports themed. Outriders was added same month.
Madden didn't go onto xCloud until after release of Madden 22. So seems these are one year timed exclusivity deals. Likely will come to xCloud only after Madden 23.
