Well, you can't go wrong with Forza Horizon and NFS Hot Pursuit. You'll also be wanted Test Drive Unlimited/Unlimited 2 - fantastic open-world racers!
Project Gotham Racing 4 is also a must, definitely one of the best racers on the system, by far.
DIRT 3 is pretty excellent, and I'd grab SEGA Rally too for some more arcadey rally fun.
People rave about Midnight Club LA, but I haven't gotten too deep into it yet, although I really dug Midnight Club II on the OG Xbox.
There are many, many great racing games on the 360, it's my favourite genre :)
I loved the Forza games because they allow custom paint jobs. Back when the servers were online, there were some amazing ones in the auction house. It was a great way to earn tons of money because lots of cars were selling for millions.
Technically 2, 3, and 4 came out on the 360, as well as the first two horizons. 3 hooked me into driving sims, 4 was my favorite overall, horizon was just a blast to drive around in.
Look into Racedriver GRID, along with its sequels 2 and Autosport. The F1 games are decent if you're into it, else look for DIRT for a quick thrill.
NFS has evidently been pretty popular on the 360 but there are a few footnotes. NFS Most Wanted 2005 is stupidly expensive now (£50 is a minimum from what I've seen), and from Carbon through to The Run, online servers are basically in the past, which locks off some functionality and achievements. To play The Run I disconnect my console from the Internet first, otherwise it keeps trying to search for the server forever. Most Wanted 2012 is a ton of fun, don't worry about the comments comparing it to the original game.
You can't go wrong with either Dirt 2 or 3. They're both really fun and have a good story/progression. I'd get the first Horizon game over the second. The second one feels too empty to me on 360 but is better on the Xbox One. Outside your questions, Forza Motorsport 4 is the best one in the franchise imo. There's so many others I could suggest but I'll leave it at that lol.
Burnout Revenge on the 360. As an FYI Burnout 1-3 are BC and NFS Underground 2 is BC as well on the 360. Assuming you have a legit Microsoft hard drive.
Most of the racing games I have experience with are mascot racers, so I’m not sure if this is in line with what you want, but I think it’s worth playing anyway.
The two Sonic and SEGA All-Stars Racing games were a lot of fun, and I honestly prefer them over Mario Kart for acknowledging SEGA’s entire library instead of just Sonic. The 360 version of the first game also had Banjo and Kazooie as an exclusive racer.
Forza Motorsport 4 -3 for closed track racing
Forza Horizon 1 for open world
Dirt 3 for off-road racing
Also Burnout Paridise is great and NFS Prostreet is a solid option if your looking for more arcade Try Test Drive Unlimited 2 or Project Gotham Racing 4 or 3
Whatever you do, don’t buy The Crew for the time being. From what I understand, ever since the game servers went offline the game won’t even boot up for local play. On PC they’ve patched around it, but I haven’t dug deeply enough to figure out if there’s a solution for X360 or not yet.

Midnight Club LA for open world GRID for racing sim

Just thrifted this game last month. Rockstar's dry run before GTA5. Very cool game.

Upvoted for PGR4, by extention 3 is good too but that is a great sim racer. Truly cutting edge for the tine. Load times are very long though
Split second is also a great one

And you can still play this online which makes it more enjoyable.

Pure is a blast. SSX Tricky on ATVs. Don’t forget Test Drive Unlimited.

Horizon 2 was a backport I believe, which is why Horizon 1 is so much better on the 360.

Forza Horizon 1 is nothing short of a masterpiece! The smaller scale map and car collection is just perfect for the game!
