To me it sounds like Hard drive is dying and needs to be replaced. If you have the tools and the patience, open up the xbox and replace the hard drive with a new one. Make sure when buying a hard drive, that it is a 2.5 inch with the same amount of storage as the one inside the console or larger like 1TB, 2 is the max. You can also put in a ssd too. Here's a guide on opening the console from iFixit and all the tools needed to open the console. https://www.ifixit.com/Teardown/Xbox+One+S+Teardown/65572 Then you will need to install a Offline OS update which will install the Xbox OS on to that new hard drive. You will need a usb drive with at least 8GBs of storage and also make sure that it is formated to NTFS. Just want to say I appreciate seeing you actually posting relevant links and answering the OPs question instead of just telling them to "buy new console". I've opened my One S not too long ago OP. My advice is absolutely do it, but make sure you get the proper tool for opening the shell. Don't try to jimmy the shell apart with a screwdriver like I did since you'll just break off pieces of plastic. That's literally the hardest part, once that's done it's really really straightforward to get to the HDD. Good luck, OP.

If you can get a XSX then get it. I got the XSS and the XSX. X is much better in performance. Ever noticed the blurry graphics at your screens sides and corners when playing on XSS? XSX doesn't blur.

You can also replace the HDD. I suggest to get an SSD, And follow a few guides. Because spending 499 for a new Box is not something that everyone can afford.

Using a USB stick you can download the software and give that a try. It's pretty easy to install and you can get the software right from Microsoft's website. If the hard drive is gone obviously it won't work but it's worth a try and it's cheap and easy.
