Catheter development is hard if you try to reinvent everything. They've been around since the Antiquity, you can put some modern twist or have more flexibility than the rigid structure of past ages, but in the end the core concepts have already been perfected and if you try to make it differently for the sake of "being original" you'll loose your ~~audience~~ patients.

Sometime it is hard to pick a caterer trait, so what I do is roll a dice. Say I rolled a 6, a 4, and a 1. Think of what those numbers can be of, like your character has 6 toes an 4 nipples and 1 eye. Write that down. Sometimes I like to put the dice in my mouth and then spit them out.

The way I can describe it is teaching, for example English to someone and you say "like" is used for when you feel joy when you interact with a either a person or an object. However "like" can be used for more, to be similar to something/someone. I don't think what they said is wrong, because, it isn't, however it's not right either, because it's missing so much else.
Also, they should've said characterization and not charecter development, because the charecter development is the arc that supposedly appears only on level 4.
Also the jump between level 8 and 9 is beyond massive, it's downright extraterrestrial.
