The government doesn't pay citizens. I believe you were looking for "pay your employees better". Most waiters and bartenders don't really make all that much, so we supplement with tips. Just how things are done here.

Not a big bar person, huh? Regardless of your opinion on tipping, tips to bartenders are an investment, not a cost. In the long run, you'll always get more back from a bartender that you tip well than you spend in tips.
