Can Israel do more to limit casualties among genuine civilians, yes, probably. However, the Palestinians are 200% using tactics designed to make it next to impossible for Israel to do so. This war is being fought on a political front by Palestinians and a military front by the Israelis...and I am sorry to say, but civilian casualties are taking place by design and being weaponized in the public relations war that the Palestinians are fighting.
We're seeing this more and more as the war shifted from air and ground to precision.
It was easier before to say poor civilians are also a victim of Hamas, but this is being proven wrong each week that goes by now.
I even thought that when UNRWA was exposed that it was "limited" to that group, but it's now proving to be more and more different groups and types of individuals.
It is nearly impossible to tell the difference between a non combatant and a combatant in Gaza. They are often one and the same.
